This law changes the way excise tax is charged on camper trailers. E xcise tax on camper trailers will be based on the overall length of the camper trailer, instead of the MSRP. This also applies to horse trailers with living quarters. This includes an annual cost - of - living adjustment, beginning in 2026, by September 15 th. Maine Revenue Services will send the cost of living adjustment to BMV by September 15 th each year to be used the next calendar year, starting January 1 st. There will be an adjustment for 2027. Pleas e not e that HP 651 (LD 1004 ) changed the e ffective date of this law to 90 days after adjournment of the Second Session of the 132 nd Legislature. ************************************************************************************ Chapter 578 (LD 305 ) “An Act Regarding the Motor Vehicle Excise Tax Exemption for Leased Automobiles for Certain Veterans ” Enacted emergency, effective July 1, 2026 This modifies Title 36, §1483, sub - §12 - A, to read: Automobiles leased by certain veterans. Automobiles leased by veterans who are disabled by injury or disease incurred or aggravated during active military service in the line of duty and are receiving any form of pension or compensation from the United States Government for total, service - connected disability. A maximum of 3 automobiles leased by a veteran are exempt from the excise tax. In order for an automobile to qualify for an exemption from the

If there are multiple lessees of an automobile, at least one of the lessees whose name appears on the automobile's lease agreement must meet the requirements of this subsection in order for the automobile to qualify for the exemption. Per Maine Revenue Services, this legislative update means qualifying veterans may receive excise tax exemptions for three (3) owned vehicles and three (3) leased vehicles. Maine Revenue Services is currently working on guidance and will forward that guidance once we have received it. Please note that the qualifying veteran’s name must appear on the vehicle’s lease agreement to obtain the excise tax exemption. ************************************************************************************
