Town of Hollis New Housing Legislation – Ordinance Amendments Incorporating LD 2173, 1829, 997, 427 & 1655 Proposed Scope & Fee June 2026 Task 1: Project Research & Ordinance Audit • SMPDC conducts research on the following: o State statutes/laws related to LD 2173, 1829, 997, 427 & 1655 • SMPDC audits the existing Zoning Ordinance and Subdivision based on applicable State statutes/laws Deliverables: • Ordinance outline including: o Applicable state law/statutes related to modifying the Zoning and Subdivision Ordinances o Summary of required ordinance modifications o Additional recommended ordinance modifications, as discussed with town staff 10 Total Hours Task 2: Review Ordinance Modifications • SMPDC staff reviews the Planning Board’s ordinance modifications and drafts a memorandum with applicable feedback Deliverables: • Memorandum with applicable feedback after reviewing the Planning Board’s ordinance modifications 10 Total Hours Task 3: Planning Board Meetings • SMPDC attends up to two Planning Board meetings throughout the duration of the project, as follows: o Meeting #1 – Initial r eview of proposed ordinance modifications o Meeting #2 – Final review of proposed ordinance modifications 1 0 Total Hours ( 5 hours/meeting for 1 SMPDC staff including travel, meeting time, and meeting preparation time)
Additional Project Terms: • The Town will provide current ordinance documents and any relevant background materials. • The Town will designate a primary point of contact for coordination and feedback. • The Town will assist with public outreach, meeting logistics, and posting requirements for the Planning Board meetings. • Additional meetings or substantial revisions beyond those described may require a scope amendment. • Legal review of ordinance language is not included in this scope. • Final ordinance adoption is the responsibility of the Town. Anticipated Project Fee: Total Fee: 30 Hours @ $10 5 /hour $ 3150 10% General Administration $ 315 Anticipated Travel Reimbursement $ 100 TOTAL $ 3,565 Anticipated Timeline: 6 months
Thanks for sending the scope document Malia, I'm comfortable with the outlined Scope for the work of incorporating the State's legislative mandates (LD 2173, 1829, 997, 427 & 1655 ) into Hollis' Ordinances by the July, 2027 deadline. I believe we received our grant funding last year (hoping Dick or Roger can confirm), and Butch, our PB member serving on the Comprehensive Plan Committee, expects the 2 growth areas currently identified, to carry through the next iteration of the Comprehensive Plan (Hollis Center Village and North Hollis Village).
By this email, I'm asking Dick and Roger to confirm they are good with moving the contract into drafting status (scope document is attached).

I believe he sent Dick a proposed scope and fee for this work in June, copy attached for reference. We held a workshop after our last public meeting and quickly determined that SMPDC's expertise and experience with other municipalities is needed. We will need to have voters approve the changes in June, 2027, and to avoid confusion, we are likely to present voters with only those items that are mandated by state lawmakers. As mentioned before, we have the funding for SMPDC services already. We are hoping to see SMPDC's proposed updates in early fall, and expect to host a joint meeting with our Select Board and SMPDC closer to the holidays to ensure that everyone understands what will be presented to the voters.
