Referenced Special Provision 104 per Bid Amendment #5. Below is the overview of utilities on the project and the general scope of work Temporary utility adjustments are anticipated Estimated working times are exactly that, estimates, and the contractor shall have no claim against the Department if they are exceeded. Arial Work CMP o Requires 2 weeks notice and estimated 20 working days to complete. o 11 new poles to set & temporary power adjustments Charter Communications o Completed work after CMP o Requires 2 weeks to schedule work after notice is received and estimated 15 working days to complete. o Transfer utilities Firstlight o Completed work after Charter o Requires 2 weeks to schedule work after notice is received and estimated 15 working days to complete. o Transfer utilities GoNetspeed o Completed work after Firstlight o Requires 2 weeks to schedule work after notice is received and estimated 30 working days to complete. o Transfer utilities MaineDOT Electrical o All traffic signal upgrades require new electric service orders with CMP.
Maine Department of Transportation Hollis Salmon Falls Bridge Replacement Project over the Saco River WIN 23643.00 2 o At least 4 weeks required to establish an account. Underground All require 3 days notice for any excavation around their facilities GoNetspeed has an underground cable that shall remain in service. Town of Buxton has a dry hydrant that should not be impacted by the work. Access to this hydrant must not be impaired at any time. Schedule of Work Schedule Submitted prior to meeting. Schedule will be returned as Rejected after meeting and will need a resubmission to comply with contract dates. Work to begin on 4A intersection widening September to October 2026, may be earlier if utility work needs more time. Clearing and utility work to be scheduled and take place prior to bridge closure. Installation of temporary signals and construction signage will take place in Fall of 2026. Closure of bridge to occur on or after March 1 st, 2027. Maine Department of Transportation Hollis Salmon Falls Bridge Replacement Project over the Saco River WIN 23643.00 3 Special Provisions The following special provisions were reviewed: 104 Utilities o Replaced by BA #5 105 BABA o For iron/steel materials or manufactured products predominantly iron/steel: Certificate is required from each manufacturer, fabricator, supplier, subcontractor that engages in “manufacturing” of the product. o Submit individual certifications for all Construction Materials & Manufactured Products valued at $10,000 or more. Must be maintained in acceptable condition and is considered incidental to related contract items. Supplemental Liquidated Damages of $1000/day o Joy Valley Road may be closed For 21 consecutive days or (2) periods of continuous 14 day & 7 day periods or (3) continuous 7 day periods. Contractor Shall be permitted to work on Sundays during these closures Contractor shall maintain a 10ft wide travel lane for emergency vehicles. Must be maintained in acceptable condition and is considered incidental to related contract items. Supplemental Specifications o This contract will use the Red Book and not the latest version. Plan Discussions Pg. 2 Note 7 – Embankment material below EL 128.60 shall be granular borrow underwater backfill Pg. 6 – Profile of bedrock outside of borings taken in 2024 is from drawings dated 1947. Bedrock elevations as shown are strictly interpretive and shall be field verified as needed by the contractor. Pg. 18 – Route 4A work. River usage by the public is a risk during construction activities. A lot of people float the river and launch just south of the Brookefield Dam. Mitigating public access during dangerous activities will need to be on everyone’s mind. Brookfield is planning to remove the dam upstream in 2027. Besides truck hauling debris, there will be minimal impacts along the detour route. Brookfield to communicate when this will start. MaineDOT will communicate with Brookfield prior to starting bridge construction work. o Removal of the dam should not affect the flowrate. The two properties just south of the bridge belong to the respective towns, permission must be asked prior to use for construction. Concerns expressed about detour route for large trucks. Poland Springs is a major commuter of this route and will be informed when this project commences. o Detour route will be as planned and signage will be adapted as the situation progresses after installation. There are always issues with trucks going the wrong way on detours and patience will be needed during the closure period.

July 14, 2026 RE: Pre-Construction Utility Meeting Minutes, Hollis-Buxton, Salmon Falls Bridge, WIN #23643.00 This is my understanding of the issues discussed, and the conclusions reached at the pre-construction utility meeting held at Buxton Town Office at 9am and via Microsoft Teams virtual meeting. It is understood that the dates and times agreed upon and summarized herein assume reasonable weather conditions and freedom from emergencies. See the attached attendance sheet for a list of representatives that were present at the meeting. Project Overview: Utility 104 SP updated through Bid Amendment #5, revised date 5/15/26. The first paragraph of the 104 specification states the roles and responsibilities of the contractor: The contractor has primary responsibility for coordinating their work with utilities after contract award. The contractor shall communicate directly with the utilities regarding any utility work necessary to maintain the contractor’s schedule and prevent project construction delays. The contractor shall notify the resident of any issues. THE CONTRACTOR SHALL PLAN AND CONDUCT THEIR WORK ACCORDINGLY. It is the contractors’ responsibility to give adequate notification to the utilities for work to be performed (as stated in the 104 special provisions). It is also the contractors’ responsibility to communicate and coordinate the utility work with their work. All utilities with facilities located on the project have been listed in the related specification with contact information. All adjustments are to be made by the respective utility unless otherwise specified herein. Aerial and underground utility impacts are anticipated on this project. Utility working days are Monday through Friday. Times are estimated on the basis of a single crew for each utility. Any times and dates mentioned are estimates only and are dependent upon favorable weather, working conditions, and freedom from emergencies. Any utility working within the construction limits of this project shall ensure that the traveling public is adequately protected at all times. All work areas shall be signed, lighted, and traffic flaggers employed as determined by field conditions. All traffic controls shall be in accordance with the latest edition of the Manual on Uniform Traffic Control Devices for Streets and Highways, as issued by the Federal Highway Administration. The utilities should be invited to the weekly progress meetings and included on the cc list for progress meeting minutes. Time and location will be distributed one determined.
Reed and Reed is the prime contractor on this project and plans to begin work in late August or early September on Route 4A and will move to the bridge work area after. Shaw Brothers will be doing the earthwork for Reed & Reed. Superintendent is Chris Bishop at (207)595-5014. Temporary utility adjustments ARE anticipated on this project. Should the contractor choose to have any additional poles temporarily relocated or request conductors to be covered, all work will be done by Pole Owner at the contractor’s request and expense at no additional cost to the Department. Unless otherwise specified, any underground utility facilities shown on the project plans represent approximate locations gathered from available information. The Department cannot certify the level of accuracy of this data. Underground facilities indicated on the topographic sheets (plan views) have been collected from historical records and/or on-site designations provided by the respective utility companies. Underground facilities indicated on the cross-sections have been carried over from the plan view data and may also include further approximations of the elevations (depths) based upon straight-line interpolation from the nearest manholes, gate valves, or test pits. Fire hydrants shall not be disturbed until all necessary work has been accomplished to provide proper fire protection. The Contractor will be responsible for maintaining the buried utility location markings following the initial locating by the appropriate utility or their designated representative. An emphasis was placed that the contractor and utilities need to work together so the work can be accomplished. Aerial Utility Work It is the responsibility of the contractor with the Utility Pole owner, to layout all of the proposed pole locations in the field prior to the start of utility relocations. Should any adjustments be needed, the Utility will document adjustments and inform the Department prior to utility relocations. The contractor shall mark final grade on the pole and anchor stakes so cut/fills can be determined. All clearing and tree removal in areas where utilities are involved must be completed before the utilities are able to relocate their facilities. Clearing scheduled to begin sometime between July and September and will be done by Brent Day Logging who is approved to work within powerline clearances. Utilities will need to complete aerial tree trimming after the ground clearing is completed and prior to running conductors. The Contractor shall provide the utilities access to the new pole locations. Construction of any spot cuts or fills in excess of 2 feet must be completed prior to utility relocations. All cut/fill depths listed on the pole list are approximate and will need to be verified by the contractor prior to poles being set. The Contractor shall prepare a plan for how access and the spot cuts and fills will be accomplished and what the schedule will be for performing the work. Some of the proposed poles are located in significant fills and are off alignment, these will need to be accounted for in this plan. Reed & Reed will get poles staked and spot cuts/fills completed once on-site. Reed & Reed will work off barges for pier work and steel erection.
Summary: Utility Pole Set Run New/ Trans. Wires/ Cables Remove Poles Estimated Working Days Central Maine Power Company X X X 20 Charter Communications X 15 FirstLight X 15 GoNetspeed X 30 Total: 80 Utility Specific Issues CMP has approximately 11 poles to set (5 at the bridge and 6 at Route 4A). CMP will require two weeks to schedule their work after notice is received that the prep work is completed, CMP will do the pole/line work in-house. After a utility has completed their work, the contractor and/or utility shall notify the next utility to let them know the site is ready for them. Each utility will require two weeks to schedule their work after notice is received. At the Contractors request, Central Maine Power Company will temporarily remove the existing power conductors between poles at the spans listed in the 104 SP. The power conductors will need to be re-established after the bridge construction is complete and prior to the traffic signal work. The proposed power conductors will be installed between poles at the spans listed in the 104 SP Aerial utility lines are located near the bridge and will remain in place throughout the duration of the project and OSHA aerial working clearances will need to be adhered to when using equipment around power lines. The utilities will set 3 temporary poles for a temporary communication only (no power conductors) utility line crossing over the river approx. 75’ upstream from the proposed centerline of the road. Once the new poles are set and all utilities are transferred to the temporary poles all existing utility lines will be removed between pole #CMP1/52/1SRTT at station 103+08, 32.7’ Lt. to pole #CMP49/48SRTT at station 106+62.4, 34.3’ Lt. The utility lines will need to be re-established after the bridge construction is complete and prior to the traffic signal work. The contractor will be required to work around this line configuration and shall plan and conduct their work accordingly. MaineDOT has aerial signals and cables for traffic signals within the project limits. CMP will remove the existing power service line for the old/abandoned traffic signal from pole #CMP49/48SRTT at station 106+62.4, 34.3’ Lt. to old traffic pole at station 107+32, 46’ Rt. CMP will require a new electric service order for new services to be powered up. The Contractor shall provide the following information with the new electric service order request: Electrician’s name performing the work, voltage, amperage, pole number of the existing
power supply, distance from the pole to the control box, the 7 digit meter number of the closest meter to the pole associated with each traffic signal location The contractor shall allow at least 4 weeks for the MaineDOT to establish the account. Daigle will be doing signal work for Reed & Reed. Other Comments/Concerns: Some existing poles will be in conflict with the construction of the new highway/bridge and the new highway features (travel lanes, shoulders, curb, ditches, side roads, sidewalks, etc.). The poles in conflict should have a priority on getting transfers completed ASAP once poles are set. The contractor will need to work around these until transfers are completed and the integrity of these poles shall not be compromised during construction. The pole owner will hold poles when needed. Site should be available for utilities to begin their work in mid-late September, Reed & Reed will coordinate schedule as prep work is completed. Underground Utility Work All underground utilities require 3 working days’ notice for any/all excavation or any other subsurface work around any underground facilities to schedule an on-site representative to be present. The contractor shall hand dig around all the underground facilities. GoNetspeed has an underground cable attached to pole #CMP49/48SRTT at station 106+62.4, 34.3’ Lt. and runs up Salmon Falls Road. This underground line will stay active during construction. The contractor will be required to work around this line configuration and shall plan and conduct their work accordingly. GoNetspeed is working to abandon this underground cable and will provide an update if it can be abandoned. The Town of Buxton has a dry hydrant on Salmon Falls Road that is outside the project limits and will not be impacted by the work. The contractor shall ensure adequate access is provided and shall not block or limit access to the hydrant unless alternate arrangements have been made with the Town. The utilities have underground service facilities located within the project limits. Underground service transfers have been included in the aerial working days estimates. I have attempted to summarize our meeting as accurately as possible. Due to missing submissions that are relevant for the Preconstruction Meeting, this meeting has been moved to July 14th, 2026 and will be done concurrently with the scheduled Utility Meeting. This meeting will take place at Buxton Town Hall unless further updates are sent. The utilities will be discussed during the Precon meeting followed by a site visit afterward.
The Salmon Falls Bridge Replacement Project preconstruction & utility meeting will take place in person at the Buxton Town Hall conference room located at 185 Portland Rd, Buxton, ME 04093. Teams is available for those not able to attend in person, but it is not advised for anyone who wants to actively participate in the meeting as the quality/accessibility of the stream is not known. All invitees listed here will receive the Meeting Minutes as well as be invited to all future Progress Meetings. Please forward this invite to anyone I missed initially.
