Message from: Sheriff William L. King Jr. Thank you for reading “The Insider.” As you can see, we had a busy quarter as we geared up for summer! Most notably, Julie Edmonson, our welcoming receptionist, retired. While we are pleased for Julie, she leaves a huge gap on our Administrative Team, and her shoes will be very challenging to fill! We also promoted Officer Gisette Miles to Corporal. She joins the overnight shift as a corporal. Congratulations, Corporal Miles! Fortunately, we attract quality candidates and recently hired Deputy Ashley Sargent, who is featured in our “Employee Spotlight” column. Take a moment to read her accomplishments. We also hired Brandon Wasilchen, who hails from Washington State. Brandon was a municipal police officer in Washington and comes to us with a plethora of experience. Deputy Shawn Sanborn, who is well respected in the communities we serve, “retired” and was “rehired” as a School Resource Officer! We also hired two new deputies that are fresh to law enforcement and will commence the academy in a few weeks. You will also read about some staffers who gained statewide recognition. Major Lori Marks was named “Manager of the Year” by the Maine Sheriffs’ Association (MSA) and Deputy Levi Johnson was recognized for bravery by the MSA at their Annual Awards banquet! Former Sheriffs Maurice Ouellette and Wesley Phinney accepted my invitation to attend the 2026 Awards Banquet. During this quarter, we made some significant arrests, graduated several officers from the Corrections Academy, and collaborated with AAA New England and TD Bank to sponsor a second Senior Safety Fair in Kittery! These activities and more are explained in greater detail in the pages that follow. I am humbled by the work of our deputies, officers and administrative personnel. Employee Spotlight Deputy Ashley Sargent Deputy Sargent joined the sheriff’s department in June and brings 13 years of experience as well as additional certifications. Sargent graduated from the 26 th BLETP and worked at the Kennebunkport Police department before transferring to the North Berwick Police Department. She is an SFST instructor, BTD instructor, DRE, on the ARIDE Team, completed Basic and Advanced SRO School, and is a child safety seat technician. Deputy Sargent is a lifetime York county resident. Outside of work, Dep. Sargent enjoys spending time with her family and being outdoors. We are excited that Deputy Sargent has joined our team. 2 Retire / Rehire Deputy Sanborn Deputy Shawn Sanborn became the Sheriff's Office's first deputy to enter our "retire/rehire" program. This allows deputies to "retire" and be "rehired" by the sheriff's office. It is a great program because the county retains the knowledge, skills and experience that our deputies acquire throughout their careers! Thank you Shawn for being the pioneer! Shawn is completing his final paperwork in the presence of the Sheriff and County Manager Greg Zinser. Julie Edmonson Retires At then end of June, the sheriff’s office said a sweet, fairwell goodbye to office assistant, Julie Edmonson. She retired after 22 years, as the civil clerk/front window reception for the Sheriff’s Office. She would be the first smiling face you would see when you entered the office, always willing to help. She was a huge presence in the office, that will surely be missed. A shadow box of her daily office supplies and a beautiful plaque was presented to her, thanking her for the many years of service here at the sheriff’s office. Happy retirement Julie! Staff Appreciation Administrative Professionals Day Administrative Professionals Day was in April and we took our Admin out for lunch to celebrate! They are truly the unsung heroes of the Sheriff's Office keeping the paperwork flowing and freeing up the deputies to have more interaction with the public and the corrections officers to remain on the floor longer! They are appreciated! This year by popular vote, the luncheon location was at the Public House in Springvale (FYI - it was delicious!)
2026 Maine Sheriff Association Conference The Maine Sheriffs Association held its 2026 Conference at the Sunday River Conference Center in April. The conclusion of the conference is the awards banquet, and I am pleased to announce that Major Lori Marks received the "Manager of the Year" award and Deputy Levi Johnson received a MSA "Lifesaving Award." Lori was selected from many nominees because of her leadership at the jail which received a 100% compliance rating during its biennium MDOC Inspection. (A perfect rating is rare!) Levi was selected for his award for his bravery in saving the life of an elderly man who had climbed a ladder and was walking along some planks about 15' above the ground. Levi tried to communicate with the man and talk him down but the man, who was suffering from dementia, saw Levi's intervention as threatening. Consequently, the man fended Levi away from him by swinging a shovel. Another deputy distracted the man and Levi grabbed him, taking him to safety. Also, former Sheriffs Maurice "Mo" Ouellette and Clinton "Wes" Phinney joined us at the banquet. Mo preceded Sheriff King as Sheriff and held the office from 2006 to 2014. Wes held the position from 1978 to 1990, then was Chief Deputy from 1993 - 1994, and ran again as sheriff, winning in 1995 to 1998! Many thanks to the Oxford County Sheriff Chris Wainwright and his team for hosting a great conference. 3 Women of Corrections: Strength in Service Corrections is a team effort, and every member of this division contributes to the mission. This feature highlights the women serving throughout our facility and the important role they play in our daily operations. Corrections is demanding work. It requires professionalism, communication, patience, sound judgment, and strength. Every day, the women of our Corrections Division bring those qualities into the facility and apply them in some of the most challenging situations public safety work can present. Women serve throughout our division in many important roles, including housing units, booking, programs, supervision, training, support services, and leadership. Their work helps maintain safety, accountability, order, and professionalism across the facility. Whether they are managing resident behavior, supporting coworkers, mentoring new staff, responding to difficult situations, or keeping daily operations moving, their contributions matter. The work of corrections is often misunderstood by the public. Much of what staff do happens quietly, consistently, and behind the scenes. The women in our division demonstrate that corrections is not only about security, but also about communication, decision - making, teamwork, resilience, and service. This feature recognizes the women of the Corrections Division for the professionalism, leadership, and commitment they bring to the job every day. Their service strengthens our facility, supports our mission, and reflects the values of safety, dignity, accountability, and respect. “Corrections takes professionalism, communication, patience, and strength. The women in our division bring those qualities to the job every day.”
Wanted: Cody Smart In 2021, York County Sheriff's Deputies investigated a complaint that Cody Smart (33 years old from Sanford) had allegedly committed a Gross Sexual Assault against a nine - year - old child. He was later charged with Gross Sexual Assault (Class A) and Solicitation of a Child (Class C). Smart later failed to appear in court on these charges, and warrants were issued for his arrest. Attempts over the past couple of years were made to locate him, which proved unsuccessful. This past week, York County Sheriff's investigators and the United States Marshals Service coordinated the investigation in an attempt to develop new leads on the location of Smart. This investigation developed a lead that Smart might be at a residence in Limerick. On April 22 nd at 300 pm. York County Sheriff Deputies and Maine State Troopers from the Southern Field Division surrounded this home in Limerick. A short time later, Smart was located hiding in a bedroom and was placed under arrest without incident. Smart was transported to the York County Jail, where his bail was set at $25,000 cash. 4 Lebanon Bar Fight Ends with 3 Arrested In May, York County Sheriff's Deputies responded to a bar in Lebanon to assist the Lebanon Fire Department with a medical event. When deputies arrived on scene, they observed several individuals actively fighting in the parking lot. Deputies attempted to intervene, but the individuals refused to comply with directives and continued to fight. One deputy sustained minor injuries while attempting to stop the fight. The following individuals were arrested: Jacob Rousseau (45 years old from Lebanon) Dale Smith (27 years old from Lebanon) Matthew Smith (31 years old from Lebanon). All three subjects were arrested and charged with Disorderly Conduct, Failure to Disperse, and Refusing to Submit to Arrest by Physical Force. They were transported to the York County Jail, where they each later bailed out on $500.00 cash bail. The York County Sheriff's Office would like to thank the Maine State Police, Sanford Police Department, North Berwick Police Department, and the Berwick Police Department for assistance at this scene and several other incidents that took place during the same time period. Warrant Arrest Terrorizing CMP On June 11th, the York County Sheriff's Office received a complaint from Central Maine Power that a Sean Grenier (33 years old from Sanford) had got into a dispute with a customer service representative. During this phone conversation, Grenier is alleged to have told the employee that he was going to bring a bomb to the Central Maine Power office building in Alfred. York County Deputies investigated the complaint and proceeded to obtain a court issued arrest warrant for Grenier charging him with Terrorizing. On June 12th at approximately 630 pm., deputies located Grenier at his home in Sanford and placed him under arrest. He was transported to the York County Jail where his bail was set at $2,500. Grenier was unable to make bail and will make his first court appearance on Monday, June 15th at the York Judicial Center in Biddeford. Jacob Rousseau Matthew Smith Dale Smith
York County Spring Games In May, Deputy Cummer had the honor of participating in the annual York County Spring Games for Special Olympics, held at Noble High School. He was joined by Law Enforcement from all over the County. Over 400 incredible athletes from schools across York County came together to compete in the games. Events like these remind us why community matters. A huge thank you to all the athletes, coaches, volunteers, families, and Noble High School for making this year’s games a tremendous success! 5 Torch Run Flame of Hope Runs Through York County! On June 3rd, our York County Sheriff’s Office team proudly joined the Maine State Police in the Maine Law Enforcement Torch Run through Arundel. They carried the Flame of Hope on the 4 - mile leg along US Route 1 from Kennebunk to Biddeford. Representing us were Chief Deputy Jeremy Forbes, Detective Steven Broy, Deputy Matthew Cummer, Recruit Matt Ryan, and Deputy Levi Johnson. Also participating were Deputy Johnson’s wife, Chelsey, Chief Forbes’ daughter, Calley, Maine State Trooper Kyle Forbes, and Cpl. Travis Doughty. Big shout - out to Deputy Shawn Sanborn and Capt. Colton Sweeny for escorting us safely! We love supporting our athletes and being part of this great cause every year. The spirit and determination of Special Olympics Maine athletes inspire us all! Ceremony - Maine Law Enforcement Torch Run In April the York County Sheriff's Office was honored to take part in the Maine Law Enforcement Torch Run for Special Olympics annual Kick - Off Conference in South Portland. YCSO Deputy Robbins represented the York County Sheriff’s Office as part of this meaningful event. In a historic first, the Flame of Hope was carried into the conference hall inside the traditional miner’s lantern, a powerful symbol of inclusion and courage for Special Olympics athletes across Maine. The flame was escorted by dedicated law enforcement officers from around the state. Joining Deputy Robbins were Officer Jordan Ochs from the York Police Department, Deputy Chief Scott Christiansen from the Skowhegan Police Department, and Officer Robert Govoni from the Eliot Police Department. Moments like this remind us why we do what we do, standing up for our communities and supporting athletes who inspire us every day with their determination and spirit. We’re proud to support Special Olympics Maine and the Law Enforcement Torch Run. Every mile run and every flame carried helps create opportunities for athletes to train, compete, and shine. Thank you to all the officers who participated and to everyone who helps make this program possible!
6 Law Enforcement Club Great job by the School Law Enforcement Club at Massabesic High School this week! Deputy Cummer's Law Enforcement club ran a donut fundraiser to support the purchase of training equipment and apparel for the students. Tickets were sold during school lunches, with students and staff picking up their donuts on Friday. A big thank you to Waterboro Hannaford and Store Manager TJ Buckley for generously donating all the donuts! Any unsold donuts were donated to local law enforcement agencies in honor of National Police Week. Events like this are a great way to build positive connections between students and law enforcement. Massabesic High School Band received GOLD On April 6th, Sgt. Morneau had the privilege to escort the Massabesic High School Concert Band back to Waterboro after they performed at the Merrill Auditorium for a panel of judges scoring the group on their ability to create a high - quality performance. The MHS Concert Band received a gold rating for their performance. Massabesic High School's Concert Band, consisting of 48 students, performed at the Merrill Auditorium for a panel of judges scoring the group on their ability to create a high - quality performance. The MHS Concert Band received a gold rating for their performance, and had a police and fire escort back to the high school to share the celebration with those around! Law Enforcement Appreciation Week May 21st concluded Law Enforcement Memorial and Appreciation week. To show our appreciation for our dedicated law enforcement officers, we provided everybody with a Dunkin Gift Card, and we raffled off two special made Cornhole Boards! Detective Steven Broy and Civil Deputy Jimmie Baccon were the lucky winners of the boards! These specialty boards were made by the Industries Shop at the Maine State Prison. Remembering Game Warden Joshua Tibbetts The week of May 15th is National Police Week and provides us with a time to reflect and honor those professionals who maintain order and provide everybody with a safe and enjoyable quality of life, often times at a personal sacrifice. While we at the Sheriff's Office were planning some recognition to show our appreciation to our deputies, we also mourn the loss of a member of one of our partner agencies, Maine Game Warden Joshua Tibbetts. Warden Tibbetts lost his life in an on - duty plane crash in May. This incident clearly resonates with everybody the personal sacrifices our law enforcement officers make every day. The York County Sheriff's office joins the Maine Warden service in mourning the loss of Warden Tibbetts.
7 National Correction Officers Week May 3rd - May 9th May 3rd thru May 9th is National Corrections Officers week and we do something special for our dedicated officers each day! Monday - Officers were treated to breakfast Tuesday - popcorn and hot dogs! Wednesday - Make your own ice cream sundae Thursday - make your own Italian Sandwich Friday - Cook out and raffle prizes!!!! Check out the cornhole board made at the Maine State Prison! Here are the results of the raffle drawings to culminate Corrections Officer Week! Captain Colton Sweeney and Major Marks conducted the raffle - each officer was given 10 tickets to place in a pail with a corresponding prize - and you could only win once! FYI, the raffle prizes were collected by Kelly Burnham, Major Lori Marks and several others. Corrections Graduation National Corrections Officers week is observed annually the first full week of May. The 2026 observance is May 3 - 9. This week we officially honor the dedication, professionalism and sacrifice of our corrections officers. We would like to recognize four York County recruits that graduated from the Maine Criminal Justice Academy in May. Congratulations to Officers Krishna Fry, Bianca O'Brien, Bonnie Rodney, and Kiara Velilla! Lt. Michael Perry, Captains Jason Brooks and Colton Sweeney and Sheriff Bill King were on hand to congratulate the new York County Corrections Officers! 8 Senior Safety Fair We had another successful Senior Safety Fair yesterday in Kittery! Thanks to our partnership with Nannette Ranger - Duncanson (TD Bank Vice President) and Tom Baran (Outreach Executive with AAA Northern New England. TD Bank (Branch Manager Sean Sabine) led a presentation on how to avoid being scammed and Tom Baran, in conjunction with a Kittery Police Officer, did a presentation on safe driving techniques for seniors. The event commenced with the Pledge of Allegiance led by USMC (ret) John Flagler, followed by the National Anthem, sung by Jessica Peck - Lindsey, accompanied by YCSO Civil Deputy Rosario Cordoglio. And at lunch, the group was entertained by the Traip Academy Chorus, directed by Music Director lwaskiewicz. We appreciate the collaboration by the Kittery Recreation Center! Special Thanks to our vendors that made the Fair even more exciting with free giveaways and raffle prizes! The Rotarians were interested in a "behind the scenes" look at all jail functions. They toured booking, central control and an actual housing unit that is being renovated. They dined on the breakfast that was served to the jail residents! The Sanford Rotary Group is a fun group who were really interested in jail operations! I want to thank them for their interest and Major Marks and Captain Sweeney for helping provide this tour. In April Sheriff King spoke at the OWLS (Older, Wiser, Liberated Seniors) Club in Acton. We discussed the latest scams that are plaguing York County! We had a great time and a GREAT lunch!
Alfred - Crash On June 12th, the York County Sheriff's Office received a report of a vehicle that crashed into a pole on the Kennebunk Rd. in Alfred. It was then reported that two subjects had fled from the vehicle. Deputies responded to the scene and requested the York County Sheriff's Office K - 9 team respond to try to locate the subjects. The track went into a nearby wooded area where one of the suspects, Paul Kastberg (39 years old, Alfred), was found hiding. He was arrested for Operating after Revoked (Habitual Offender), Leaving the Scene of a Crash, and Improper Plates. Kastberg was transported to the York County Jail, where his bail was set at $800. 9 Southern Maine Special Enforcement Team In June, the York County Sheriffs Office coordinated the activation of the Southern Maine Special Enforcement Team to assist with directed traffic enforcement for the Burnout Competition at Iron Tails and the Maine Moose Lottery at the Acton Fairgrounds. Sheriff Deputies worked with State Troopers, Old Orchard Beach, and Saco Police Officers to enforce traffic violations in the Acton area around the two venues. From 1100am - 500 pm, a total of 81 vehicles were stopped for a number of different violations, to include two criminal summonses for Operating without a Driver's License. Warrant Arrests In April, the York County Sheriff's Deputies responded to a home on the South Waterboro Rd. in Lyman in an attempt to locate a female who held felony warrants for her arrest for Thefts and Violation of Conditions of Release. When deputies arrived on scene, they were unable to locate this female, but had contact with a Jeri Souliere (37 years old from Lyman). Deputies learned that Souliere was wanted for Domestic Violence Terrorizing, and Violation of Conditions of Release. When deputies tried to arrest Souliere, she removed a pill bottle from her clothing and attempted to conceal it. Souliere then resisted the deputy's attempts to place her in custody. Once in custody, deputies located suspected crack cocaine in the pill bottle. Souliere was also on active bail conditions from a previous arrest, not to be at the residence. Deputies then spoke to another female identified as Christine Plante (55 years old from Lyman), who was also wanted for felony theft. She was placed under arrest without incident. Souliere and Plante were transported to the York County Jail. Souliere was booked on her warrants, and bail was set at $500.00. She was also charged with 3 counts of Violations of Conditions of Release, Resisting Arrest, and Unlawful Possession of a Scheduled Drug. No bail was allowed on these new charges. Plante was booked on her warrant, and bail was set at $500.00. Souliere Plante YCCC — Training Center Collaborate The Criminal Justice Advisory Board for York County Community College (YCCC) met last night to discuss the collaboration between the college and York County's Regional Training Center. Pictured below is Sheriff Bill King, Kennebunk Police Chief Bob McKenzie, YCCC Criminal Justice Department Chair, and retired Portland Police Chief, Tim Burton, and the Director of the York County Regional Training Center, Roger Hooper. Cumberland County Jail Administrator Tim Kortes joined the board later in the evening.
