Good morning, Mike:

Just a reminder that the assessing duties are the responsibility of the Select Board and not the Town Manager. Tammy Thompson is the Assessing Administrative Assistant. She does almost all of the leg work. No freaking out about the attachments. I keep Active Tree Growth Map #1-#26 in a folder and update as needed. On the Tree Growth update, need the header corrected.

Some of the other items are the responsibility of the Town Manager. But some have had other Board members volunteer but not follow through because of the initial interaction with the Town Manager.

The road issues with plowing and needing to establish where the town road ends and the private road begins as well as establishing where the Plow and Trash Trucks can turn around was sent to the Town Manager and Road Commissioner on the 4th of October. Roger was working on but.

DelTorre Property- Code Officer has been working on but it has been years and probably needs to have a Public Hearing and a date established to be completed or demolished.

Plummer Property- was from before I came on board and the Code Officer constantly states that he needs to get the sheriff involved. Large file in Code Office. Plummer has threatened the Select Board with being jailed.

Gutters on Municipal Building- Town Manager was going to take care of and get quotes- I don't think are done.

Windows- I think was waiting for funding. Was involved with the June 2025 money from the $200,000 that was never put on accounts. I think that there are now purchase orders completed and contracts waiting on funding.

Pond- Poland Spring donated $10,000 for a fountain, etc. They just donated another $10,000 for the bridge sculpture which the plan is to divert to the pond project. Jack was going to call them. The sculpture of the bridge itself was funded partially by Narragansett Number One. I would have Jack Rogala update on both at a Select Board meeting. Question by citizens is do we need lighting- is it going to encourage drug use in the area.

Landscaping- Memorial Benches, etc. need to be moved. Both the pond and landscaping Jack was going to take care of.

New Municipal Complex reconciliation- records need to be accurate for an audit in the future which is probable because of use of Federal Funds. I sent everyone an email about my concerns and correspondence to Eric Crouse. All the files that I had are in the Select Board office in a large file on top of the cabinet toward the back.

Assessing Issues:

Abatements and Supplements- Current year sheets included- I just need to add acreage which I have on a rough draft.

Tree Growth- 2025-2026 is done. 11-12 outstanding residents who need to update plans or clarify acreage. These will be the responsibility of whoever is assigned to do the 2026-2027 list which starts April 1, 2026 through March 31 2027. I have included the 2025-2026 report. I haven't added columns to total the number so at the end you have the total Soft Wood, Mixed Wood, and Hard Wood for the Municipal Valuation Report. Have included the individual files for each Map.

Farmland- 6 parcels which need to have letters sent and updates to determine if meeting $2000 a year income. I have a rough draft of a letter for the Board to send that I will send you when I find it.

Open Space- half way through files to update for 2025-2026. Will send you when completed. Should complete on Tuesday.

Except for farmland, 2025-2026 files will be available for Municipal Valuation Report that John O'Donnell does before tax commitment in September timeframe.

Have spent a lot of time and effort on getting the Tree Growth files updated since they were a disaster when I took over.

Hopefully, most of this assessing issues above will be minimal work (3-4 hours max a year to update but need someone who will do it.)

Most important is the Executive Session with Dave Silk and hopefully John O'Donnell will come to discuss revaluation of Brookfield and Primo (Blue Triton and Poland Spring). I have asked Dave to reach out to you and Dick to schedule.

Echoing Dan's sentiments! Well played on the crocs!

Unfortunately, this isn't something I believe we can have an executive session about as it falls outside the reasons for exec session. However, there are some paths forward:

- Brief open-session agenda item: Put "transition of outstanding select board assignments" as a 5-10 minute agenda item.

- Email/individual conversations with the town manager: Have the town manager (not the board collectively) reassign or redistribute liaison roles, project ownership, etc. as an administrative matter - as this is operational, not a board decision requiring a meeting.

Please reply individually with your thoughts.

I think the new board should hold an executive session (reason f?) to discuss these and divvy out how who is leading what.
